I've been working on immigrant and refugee employment as a program developer, consultant and trainer for over 45 years. I think one of the ways to improve hiring is to think of your job development services as a personnel business and not as a social service. Attend a business planning class put on by local economic development agencies, community colleges or use the guide on the Small Business Administration web site. Plan your job development as if it is a private sector placement firm and you will appeal to the private sector mind set. The more you think like a business the better you will do.
